To unlock the “Collect Peng” Achievement/Trophy, you’ll need to find the hidden Peng treasure. It can be acquired at the first store in a New Game+ after completing Hardcore. The Hand Cannon is a foam finger with unlimited ammunition that does huge damage to enemies. Unlock the Hand Cannon: Complete the game on Hardcore difficulty.
